Hubert Morgan

Planner

Hubert Morgan is a 32-year veteran regional long-range planner. Specializing in civic democracy, his passion is public participation. Where urban planning and the general public’s most challenging issues intersect, Hubert works tirelessly to engage all residents in the planning dialogue, reaching out to those who have been historically disenfranchised and/or neglected in traditional planning processes. Hubert’s primary objective is to ensure that everyone affected has a voice. To this end he develops and designs strategies to maximize the voices of communities and amplify the concerns of the citizenry of affected communities.

Hubert is an Adjunct Lecturer in Public Participation at the University of Illinois Graduate School of Planning. An active member of the American Planning Association (APA) serving as the Planning Official Development Officer on the Board of the Illinois Chapter of the APA, Hubert develops, and facilitates Planning Commissioner workshops across Illinois.
