Workforce Housing and Policy Expert

Troy began working in housing management and development in 1965. Advised local officials on implementing various federal grant-in-aid programs. Developed the first low-income housing strategy and home ownership program in 1971 for Mongomery County Maryland Which still serves as a national model.. From 1973 to 1977, Served as the Director for Office of Housing Programs, HUD national office. Was the principal advisor to the Assistant Secretary for Housing Management, HUD, Washington, D.C. Was responsible for the major reorganization of the Office of Housing Programs. From 1977 to 1988 he served as Executive Assistant to the Governor of the U.S. Virgin Islands, St. Thomas, U.S.V.I.

Troy’s experience is to provide assistance to various national non-profit housing groups in their efforts to finance, rehabilitate, develop, or acquire affordable housing. Troy is also a member of the National Partnership for Community Leadership.
